CUMMING — The Cumming City Council on Tuesday night voted 5-0 to award the bid for grading for a new building at City Park to Jasper Grading and Pipeline. The Cumming-based firm submitted the low bid of $1.2 million. Recreation and Parks Department officials are reviewing plans and conducting cost estimates for the building. Finalized plans and construction bids are planned to go out Oct.1. The building is part of a larger project to completely renovate the park on Pilgrim Mill Road. Plans call for a 27,000-square-foot facility that will feature several offices and multi-purpose rooms, interior and exterior restrooms, and a central courtyard area. The outside restrooms will be adjacent to new playground and tot lot. The facility will also feature a conference center area with a separate entrance and lobby. Since late January, the site has been closed in preparation for the work, which is being funded through an agreement with Forsyth County. Through that arrangement, the city agreed to give the county $5.3 million it was entitled to from 1-cent sales tax revenue for two new parking decks being built as part of the new county courthouse and jail project. In exchange, the county agreed to give the city $4 million for the park. Under the city-county deal, the project must be finished by the end of October 2015. Other improvements to the park include an amphitheater and boardwalk along a stream, as well as new parking areas. In other business Tuesday night, the council: * Accepted a bid for foam blocks used in gymnastics practices at the parks department. About 4,600 blocks will be ordered for $4,061. * Approved a yearly plan for insurance coverage for municipal employees. Under the Affordable Healthcare Act, the city must adopt an annual resolution stating its plan. City employees are covered under Georgia Municipal Employment Benefit system. * Proclaimed Sept. 17-23 as Constitution week in Cumming. The observance commemorates the 227th anniversary of the signing on the U.S. Constitution, and was presented to The Sons and Daughters of the American Revolution.
